Job Responsibilities

North Central Health District (NCHD) seeks an experienced, enthusiastic, and innovative leader for the Hope Center, a Ryan White Part B and Part C funded clinic charged with providing medical care, dental services, and case management to individuals living with HIV/AIDS.   Hope Center also includes a housing program for people living with HIV/AIDS, COMPASS Pharmacy, and transportation services to appointments.  Hope Center currently serves over 1,200 patients, the majority from the 13 counties comprising the North Central Health District.  With approximately 40 employees and a budget of over $5 million annually, NCHD invites health care professionals with excellent managerial skills to apply for the position of Hope Center Director.  Our goal is to meet the physical, mental, and social needs of HIV/AIDS patients while working to end HIV in Central Georgia through linkage-to-care, retention-in-care, excellent medical care, and strong case management.

JOB RESPONSIBILITIES:
Leads the Hope Center team: 

  • Leads the Hope Center team by example with dedication, integrity, and a commitment to developing each member of the team to their highest potential. 
  • Provides leadership to the managers and staff at Hope Center.  Manages staff to ensure appropriate support of all departments.  
  • Oversees the overall operation of Hope Center and supervises managers responsible for clinical care, business administration, quality management, housing program, and facility management collaborating with District Health Director and district leadership.
  • Collaborates with the District Health Director, District Program Manager, and District Administrator to achieve the objectives of the Ryan White Program (Parts B & C) and Housing Opportunities for Persons with AIDS (HOPWA) program.
  • Leads strategic planning for Hope Center ensuring that activities and decisions are data driven.
  • In coordination with NCHD leadership and Public Information Officer, serves as primary spokesperson responsible for the public image of Hope Center.
  • Represents Hope Center at local, state, and federal required meetings and conferences and serves as the liaison between Hope Center and the state and federal project officers.
Personnel Management:
  • In coordination with NCHD Human Resources and Hope Center managers, manages staff recruitment, selection, orientation, ongoing training, and disciplinary actions.
  • With Hope Center management team, creates, manages, and maintains staffing schedules to ensure adequate coverage during hours of operation.
  • Ensures that there is a plan for orienting and training new staff on their day-to-day tasks and responsibilities.
  • Empowers and develops Hope Center managers, supervisors, and employees to their highest potential.
Budget/Financial/Operational Management:
  • Participates in the development of Hope Center budgets.
  • Provides overall financial oversight for Hope Center in collaboration with District Administrator and Hope Center Fiscal Manager. 
  • Updates/develops/manages Hope Center internal procedures. 
Grant/Program Management:
  • Coordinates all administrative aspects of the Ryan White grants including preparation and submission of all related grant applications and activity, outcome, and financial reports.
  • In collaboration with district leadership, seeks and develops grants and other fund sources to support the operation and growth of Hope Center.
  • Serves as lead point of contact for state and federal audits (programmatic and/or financial).
  • Coordinates Hope Center participation in the 340B Drug Pricing Program.
Quality Management:
  • Ensures development of the Quality Management and Quality Improvement Plan.
  • Serves as Chair of the Quality Management/Quality Improvement Committee; recruits committee members.
  • Develops reports of quality findings and quality program evaluation.
  • With QM/QI committee, strives to identify and remove any barriers to improvement. 
Contracts/Partnerships:
  • Submits all contracts to NCHD Business Office to be reviewed in accordance with the Contracts, MOA/MOU and BAA Policy.
  • Oversees physician contract with Mercer University.   Coordinates with contract physicians.
  • Coordinates contract agreements with healthcare providers to provide services for HIV/AIDS patients not offered on site.
  • Oversees pharmacy contract with Maxor.  Lead point of contact between Maxor and North Central Health District.
  • With the Hope Center Quality Manager, leads the Community Advisory Board and participates in the quarterly meetings.
  • Develops and maintains collaborations with other AIDS service organizations and medical institutions.

Minimum Qualifications

Doctorate degree in a related field from an accredited college or university AND Three years of management/supervisory experience in health care services OR Master's degree in a related field from an accredited college or university AND Four years of management/supervisory experience in health care services OR Bachelor's degree in a related field from an accredited college or university AND Five years of management/supervisory experience in health care services OR Two years of experience at the lower level Mgr 3, Hlth Care (HCM012) or position equivalent. Note: Some positions may require certification and/or licensure

PREFERRED QUALIFICATIONS:

  • Experience working with HIV+ population is highly preferred.  Experience working within a healthcare setting.

Employment Information

Current State employees are subject to State Personnel Board rules regarding salary.
