What The Role Is

The Procurement (Sourcing) Manager, Strategic Procurement Wind is responsible for facilitating requests for proposals and requests for information, vendor selection, contract negotiation, technology review support, and ongoing contract administration with an emphasis on Wind industry balance of plant construction (EPC) agreements, in support of Clearway’s wind, solar and BESS development and construction pipeline. This position will help manage Clearway’s relationships with EPC Contractors, supporting a multi-year procurement strategy, providing technical support, and informing and developing forward-looking cost models. The Sourcing Manager, Strategic Procurement Wind will work closely with other members of the Project Development and Engineering team and Turbine supply sourcing groups to establish Engineering, Procurement, and Construction RFP’s, incorporate market intelligence and vendor inputs into the bid evaluation and contracting process, as well as coordinating between internal functions (Development, Engineering, Wind Turbine Sourcing, Legal, and Construction) to advance vendor selection, technical review, contract negotiations, project setup, and ongoing contract administration.

This position is expected to be hybrid twice per week, will report to the Head of EPC Contracts, and can be based in Houston, TX, or San Francisco, CA offices with the option for remote work for the right candidate.

What You'll Be Doing

  • Support the Strategic Procurement team in achieving the team’s mission and objectives, including the development and implementation of a best-in-class sourcing strategy for specifically wind EPCs for new-built and repower wind projects.
  • Maintain strategic relationships with existing key vendors, and manage EPC Contracts.
  • Support and facilitate bidding and contracting efforts for balance of plant (BOP) services, in coordination with development, engineering, construction, Operations & Management, and legal.
  • Document historical, current, and future price forecasts for BOP costs and key commodities to inform cost and technology roadmap development and sourcing strategies.  Analyze market trends and market intelligence to inform procurement strategies.
  • Ensure that Clearway risks are mitigated through alignment across major project agreements (TSA, Service Maintenance agreement, PPA, EPC agreement, Warranty, etc.) Review the scope of supply and scope of work on different contracts to ensure that there are no gaps and that interfaces are well-established and understood by all parties.
  • Interface with EPC contractors to gather market intelligence on current and future cost models. Keep abreast of new turbine developments, delivery availability, and certification timelines.
  • Perform EPC performance reviews to better understand the risk and opportunities in the selection of EPC contractors. Understand and document problems during construction and O&M. Recommend actions to mitigate risk in the future.
  • Follow up with OEMs and internal teams on communication of contracted deliverables.
  • Manage the development of RFP documentation, bidding strategies, identification, and qualification of bidders. Support the evaluation of bid responses to ensure bids are compliant and consistent.
  • Effectively support the negotiation of EPC agreements for items related to scope, price, terms & conditions, delivery, and contract changes with suppliers in accordance with Clearway policies.  Track and report on cost movement during negotiations.
  • Ensure timely and frequent engagement with key cross-functional teams on all issues related to equipment supply. Support and facilitate internal team resolution on material changes to agreements across both commercial and technical issues.
  • Support Clearway’s domestic content strategy for PTC and ITC qualified projects.
  • Collaborate from time to time with internal Clearway’s sourcing management team to support solar and BESS procurement.
  • Coordinate with Engineering to gather and maintain specifications, scopes of work, and standards to be followed for Clearway’s wind, solar and BESS projects.
  • Build relationships with internal colleagues in development, legal, engineering, construction, operations and maintenance, and asset management, as well as externally with Clearway’s partner vendors.
  • Assist with the project financing process, facilitating inputs from OEMS and interdisciplinary teams to independent engineering (IE) questions.

What You'll Bring

  • Bachelor’s degree in contract management, procurement, engineering, or related field required.
  • Eight or more years of wind EPC contracting experience and in-depth understanding of turbine technology is desired.
  • Repower contracting and negotiations experience in Wind industry projects.
  • Ability to travel up to 15%.
  • Project management skills working with large-scale wind development projects.
  • Excellent written and verbal communication skills, including an understanding of contract language.
  • Proficient in MS SharePoint, MS office package (Word, PowerPoint, Excel), and document control
  • A minimum of two or more years of solar and BESS or other related experience

What Would Be Nice

  • Turbine Supply Agreements, solar and BESS EPC’s contracting & negotiating experience is a plus.

The pay rate for the successful candidate will depend on geographic location, skills, relevant and demonstrated experience, education, training and certifications, and other factors permitted by law. This role is eligible to earn an annual cash bonus, subject to personal and company performance goals.

Salary Range Across all U.S. Locations$106,000—$138,000 USD
