POSITION HIGHLIGHTS
PURA is seeking a skilled energy and utilities professional to work within the Office of Education, Outreach and Enforcement. The Office of Education, Outreach and Enforcement plays a unique and important role within the Authority, as the "ex parte" rules that apply to PURA's decisional staff do not apply to EOE, meaning ratepayers and other parties may pose questions and concerns to the office and EOE can appear before the Authority as a party on formal investigations. This means you’ll play a crucial role on upcoming assignments associated with PURA's implementation of its Equitable Modern Grid Initiative including, but not limited to, engagement in utility rate cases, enhancing customer service experiences for ratepayers and stakeholders, examining electric utility interconnection procedures, and conducting inspections, audits, and investigations across regulated electric, gas, water, and telecommunications sectors.

Key responsibilities include, but are not limited to:
  • Stakeholder Engagement: Serve as a key point of contact, liaison, and subject matter expert for stakeholders, ensuring alignment with EOE’s mission and priorities.
  • Program Implementation and Oversight: Play a critical role associated with PURA's Equitable Modern Grid Initiative and Public Act 23-102, including utility rate cases, electric utility interconnection procedures, and conducting inspections, audits, and investigations across regulated utilities.
  • Staff Management and Oversight: Report to the Director of EOE and manage the scheduling, assignment, and review of work across the three EOE units: Education and Outreach, Licensing and Certification, and Mediation and Enforcement.
  • Administrative and Policy Support: Assist with establishing and maintaining office policies, oversee daily administrative management, and focus on consumer assistance outreach, compliance, licensing, and enforcement actions.


The position will be hybrid with in-office attendance located at Ten Franklin Square, New Britain, CT, and are 40 hours per week, Monday-Friday, between the hours of 8:00am and 5:00pm. 

ABOUT PURA
PURA is divided into multiple offices, each of which specialize in the execution of different portions of PURA’s broad statutory authority and mission statement to ensure safe, adequate, and reliable utility service at reasonable rates. PURA is responsible for regulating the many aspects of Connecticut's utility sectors, which can be categorized into three key buckets:  

Innovation 
  • Pursuing the prudent and innovative modernization of the electric, natural gas, and water systems through regulatory reform.  
Sustainability 
  • Directing the design and implementation of multiple clean energy programs including, renewable energy deployment, electric vehicle charging, battery storage, and innovation pilots in pursuit of Connecticut’s climate and energy policy goals; and
  • Coordinating with diverse stakeholders including utilities, other state agencies, community advocates, environmental groups, developers, private industry, and citizens to ensure equitable and affordable access to all programs and services. 
Accountability 
  • Ensuring that the utilities charge only fair and equitable rates; 
  • Implementing performance-based regulation of the state’s utility companies;
  • Overseeing investment in the state’s utility infrastructure to promote service quality, reliability, and safety; and
  • Implementing federal requirements for natural gas pipeline safety

PURPOSE OF JOB CLASS (NATURE OF WORK)


In the Department of Energy and Environmental Protection this class is accountable for supervising the professional, technical and clerical staff and activities of a section within an energy branch.

EXAMPLES OF DUTIES


  • Staff Management and Training: Oversees the scheduling, assignment, and review of staff work; provides training and guidance; conducts performance evaluations.
  • Work Planning and Procedure Management: Establishes unit priorities, develops work plans for the unit, and serves as a resource for all assigned project areas
  • Policy and Procedure Development: Coordinates and oversees several agency investigations at a time, executing on strategic direction provided by the EOE Director and that the Authority’s standard practices are followed, formulates or recommends policies and standards; advises and drafts agency testimony on legislative proposals
  • Complex Investigations and Reporting: Conducts thorough investigations into utility rates, interconnection, customer service, building and transportation decarbonization, and related matters; prepares and reviews technical reports and correspondence; may provide expert testimony and oversee cross-examinations.
  • Analytical and Technical Support: Develops and implements analytical models and data tracking systems; engages in evaluations of financing, examinations of condition of utility plant, quality of utility service and accidents involving utility equipment, addresses analytical needs in collaboration with consultants when necessary.
  • Additional Responsibilities: Performs other related duties as needed to support the unit and agency objectives.

KNOWLEDGE, SKILL AND ABILITY


  • Considerable knowledge of

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Nine (9) years of professional experience in cable television (CATV), electric, gas, gas pipeline safety, telecommunications or water utilities, or policies and programs related to energy supply, broadband, energy efficiency, or building or transportation decarbonization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a discipline closely related to the section activities may be substituted for one (1) year of the General Experience.

PREFERRED QUALIFICATIONS


  • A bachelor’s degree in economics, engineering, environmental studies, finance, political science, law, public policy, public utility management, renewable energy, statistics, sustainability, or urban studies;
  • An advanced degree in renewable energy, technology, environmental studies, public policy, public utility management, law, finance, economics, or business administration.
  • Work experience in utility regulation, utility management, electric grid technology, or environmental policy.
  • Experience working on utility grid modernization initiatives, deployment of clean and renewable energy programs, or climate change policy.
  • Experience researching, designing and implementing initiatives addressing energy affordability 
  • Experience writing technical reports, regulatory documents, white papers, position papers, policy papers, or academic articles for a general audience that provide conclusions or recommendations supported by documented evidence.
  • Experience conducting quantitative analysis using energy, financial, or other utility economic datasets and synthesizing results;
  • Experience with project management, working on two or more projects simultaneously, while adhering to deadlines;
  • Experience supervising or managing a team in a professional setting;
  • Experience using Microsoft Office 365 applications, including SharePoint and Teams to improve business outcomes.
